Subnet mask

We have about 150, DHCP enabled, Win98 PC’s, on a /16 network. Occasionally, the second octet in the subnet mask, on different PC’s, will become 0. That is, it will change from 255.255.0.0 to 255.0.0.0. Any idea why this would happen?
