If I have a class B network address of 135.210, how could I subnet this using 8 bits for the subnet-id. Would I be correct say the subnet for this using 8 subnet-id bits would be 255.255.0.0?

No, to subnet 8 bits the mask will be 255.255.255.0

so your subnet addressing would be:
135.210.1.1 through 135.210.1.254
135.210.2.1 through 135.210.2.254
135.210.............
and so on
