Sub-Folders and Files Limits In A Folder 1

I am going to have to set up an FTP server to receive up to 13,000 image ( jpg ) files a month. The images will be grouped into collections of up to 20. I want to create a folder for each collection.

I have found that windows 2003 has a limit of 4,294,967,295 files and folders - which I assume is per volume.

I could split these files into a different folder for each month with a sub-folder for a collection of images.
I could have one big folder with a folder for each collection of images.

Is there any performance benefit one way or the other?

It is wiser to have several directories, split in reasonable sized chunks, instead of 1 large directory of 13k files, as the file-table is a cluster that is stored on disk, between the data you store, so the disk has to scatter around fetching all filenames, just to list all names. That also goes for applications that have to process these files. It's also not very 'browsable' using explorer.
