Stutter dialtone on IP sets?

Any idea why I would have stutter dialtone for about the first 3 seconds after lifting the handsets on my IP sets?The phones are on 2-3300's I have clustered with MAS and single point provisioning in use...both sites are resilient....Would it be the resiliency? No ACD in use either. Any way to remove it? I have performed a locate feature in maint and doesn't show a thing on the Ext's. It isn't VM message either
 
Stutter dial tone is usually an indication that a feature is activated on a phone. Even though the maint command doesn't indicate that a feature is activated, try a remote clear all features on a set. Resliency should not give any indication on a set other then the blinking cursor when in failover mode.
