Stutter Dial Tone 1

I have never worked with 500 sets that have Vmail until now. I have CLS MWA LPA but the person say's they don't get the stutter dial tone, what an I missing?

I BELIEVE WOLFI24 IS CORRECT, YOU CAN'T HAVE BOTH.
ALSO ACE MAKE SURE THAT'S A ANALOG WITH MW
