Stumped- can no longer access MOSS portal

I was working with a site that had an excel web service webpart on it. A workbook was loaded and then I proceeded to set custom permissions to the library containing the excel2007 spreadsheet. I then tried to revert the permissions to revert back to inherit from parent site and all hell breaks loose. I can no longer access any of the MOSS portal sites. I get the following error:

"Go back to site
Error

Cannot complete this action.

Please try again.

Troubleshoot issues with Windows SharePoint Services. "


Anyone else experience anything like this or have any suggestions?
