Stuck in Boot mode

I've found instructions on how to get out of rommon mode, but I have a 1604 router that I can't get out of <boot> mode. Any suggestions?

Change you config register setting to 0x2102(if thats what you want) and reload the box.

I should have mentioned that the confreg is already 0x2102. Does that mean that the flash is bad?
