Stubborn DLL initialization failure

Err : "initialisation of the dynamic link library c:\winnt\system32\user32.dll failed. the process is terminating abnormally.

This is when the screensaver tries to start. I have found thousand and one documents on how to increase desktop heap size in the registry, but this is just not helping in this case. I do however notice that the problem doesn't occur when the user has administrative privileges. Is there anyone here who'd know what file or what key in the registry to give the users more access to to prevent this issue?

Any help is of course greatly appreaciated.

Could this be a permissions issue? On my system, normal users only have read access to user32.dll - Administrators full access.
 

No I have been checking those already, they have sufficient access to those files even though they aren't administrator.

Thanx for the advice though.
 
I had the same problem while writing a screensaver for NT4. Re-installing service pack 6.0a and all of the windowsupdate security patches fixed my problem.
 
If your policy removes the Screensaver Tab from the Display Properties menu, I believe this can also give this error. This basically takes you back to permissions as stated by Wolluf

Yes, if it doesn't happen with administrative access, it is a security issue. Make the user a member of the local admins group.
