STSADM crashes

Hi. I need to run an update to the content database on a server running SBS 2003 as per the Microsoft KB841216.

When I try and run the upgrade command "stsadm -o upgrade -forceupgrade" I get an error regarding the application crashing and then in the command prompt I get the below.

Unhandled Exception: System.Security.SecurityException: Failure decoding embedded permission set object.
at Microsoft.SharePoint.Administration.SPGlobalAdmin.get_ServerCulture()
at Microsoft.SharePoint.StsAdmin.SPStsAdmin.Main(String[] args)

The server is running WSS 2.0 SP3.

Anyone any ideas?
