Struts Framework Problem?

We know that , in Struts FrameWork , we are inherit ActionForm class. it is a abtract class and it has many method to implement but we are not implementing single method . so why it is a abstract class and not interface.?

Becaue is has implemented some default methods,

e.g. validate(ActionMapping mapping,
ServletRequest request)

simply return null for no errors. so if you don't need validation, you don't need implment that.
