The best advice I can give you is to get a good book and learn everything you can. General SQL books are good but ones geared specifically to your database platform are usually the best. Learn the basics and the nuances and then practice practice practice.

For each problem there can be many solutions and its only with experience that you can develop the ability to pick the best one. Sorry, but there's no quick fix that I know of. I'm not up on the latest good ANSI books; I tend to lean on "The DB2 Cookbook" since I use that platform and it's free to all on the author's website.

Also, check this site out often and ask questions. I've gotten many good tips here.
