Strip 9 on incoming calls CUCM 10.5

Users didn't want to edit the dial for an outbound call so I added a transformation pattern. Now when calls come in, I see 91XXXXXXX. They don't want to see the 9. I'm unsure of how to strip the 9.

Any suggestions?
 
You could try it on the System Parameter Incoming Calling Party National Number Prefix. I do not know if it shows it on the incoming call or not though.

Putting the 9 in the service parameters (advanced) worked fine for missed calls (which is not recommended). Now users see calls on the phones displayed as 916045551212. I would like the display to show 1604xxxxxxx on an incoming call. I have 1/2 accomplished (the missed calls) but the inbound transformation I can't seem to get.

So I believe I need 2 transformation patterns, one that inserts the 9 (on the missed calls page) and one that strips the 9 on incoming calls. I know the HOW of doing the transformation patterns, it's WHERE to apply those patterns.

 
It might a good idea to also check the voice translation rules in the router? Perhaps there is a rule that is applying the 9 before it reaches the CM.
