String in a formula in excel with exclamation point??

What does this mean?? When you click on a cell, it has the following as a formula:

='blah blah blah'!B46

I know the " ' " means a string but is that referring to a spreadsheet or something because that is how you do something like that in Access, referring to an object on a form. Thanks for the help!
 
"blah blah blah" is the name of the worksheet in the file and the ! then refers to the cell in the worksheet.

So if you have multiple worksheets in a workbook, you can have one sheet reference a cell in another and the way to do it is as you describe: "blah blah blah"!B46
