Streamline 24 port on 3300 issues with some ports not working

I'm trying to help another tech working with a Streamline on a 3300

The fisrt 11 ports are working fine.

He's trying to add 2 more phones and they get power but they cannot connect to the controller.

When the phones are plugged into an existing working jack, they work fine.

When plugged into a new one, they do not.

We've tried statically assigning the IP without success.

Any input would be appreciated.

1: is there any programming done in the streamline or is it left as default?
2: We have had a streamline using with some faulty ports that didnt work , the streamline had to be replaced under warranty
3: what model streamline ( how many ports) and what software is loaded on it

If I never did anything I'd never done before , I'd never do anything.....

does it work right at the Streamline? If there are any jumpers make sure they have lots of twists or are cat5 jumpers maintaining the twists.
3.1.8 is the newest software along with the hotfix

When you say they don't see the controller do the phones display all the other booting info but just don't register with the RTC? What does the unit say? Curious what the unit says in the performance tab. Some thing dragging down the power so it can't support more sets?

At LoopyLou - Pretty much, they stall at contacting controller when statically assigned. But I think they would do that regardless. The other phones are not statically assigned and the new phones work fine without static assignment in a known working port.
