Streaming Security Cameras over net causing slowdown...options?

Okay, we are experiencing an issue where a user is streaming security cameras from off-site locations and it is killing our network. What options do we have?
The Internet pipe is a t1 to a 1841 Cisco router to an ASA5510 to our main 3845 router. Would packet shaping work? should we just get a DSL/Cable modem for this PC and use static routing to point all traffic to/from the remote camera addresses over the DSL/cable modem?

First off, why so much equipment? Two routers and an ASA???

Also, I would probably get a separate dsl if upstream is not a concern, but I would first implement a simple QoS config to allocate/guarantee bandwidth, or traffic shaping (almost the same thing).

Try that first.

well, the one router is our internet router.
anyhow, I will look into the QoS stuff.
