Streaming Media bandwidth

I have a 3meg pipe. With 400 users, obviously not all are on the internet at the same time. I recently blocked streaming media and everyone flipped out. I blocked it because I have heard that it uses a lot of bandwidht. Most users want their radio station back or Pandora. Now I am forced to defend my position. My boss says he will allow me to block it, but I need some data behind me to show that it really does cause issues. If not, I need to let it go and not worry about it. If I have data to back my position, he will stand by me. I feel that is fair, but I am having a hard time finding an article on the net. Thoughts?
 
I'm in the same boat, and I think as this spreads, many other network admins will also be asking this question. For the time being , I'm not seeing a major problem with my bandwidth and I can see 16 users running Pandora now, on a 1.5MBs T1.

I am using a Sonicwall TZ170 with limited tools for monitoring bandwidth though , so if anyone has a solution to get precise numbers , please respond.
