Strange Win2K Server Fault - Active Directory & others

Logging into a remote Win2K Server via Terminal Services Client often won't allow me to launch Active Directory Users & Computers. Another tell-tale sign that the log-in won't work is a Visual Basic application reports "Invalid Picture". Log-out and log back in fixes the problem. Any ideas?
 
No. I have checked but nothing is listed. No errors arise when AD fails, it just doesn't start.
 
What user are you using for logon?
It is possible to have strange security issues if you didn't apply incremental security template notssid.inf.
As I said in a few threads that security template is important. Without it any user connected via TS wil have the same SID. Gia Betiu

It happens under ANY user login - even Administrator. There are about 20 users on the LAN and upto 10 on a WAN and it can happen to any of them at anytime but NEVER happens twice in a row. There are 12 sites for the company and each site is identical but it has never happened on any of the other sites. I also believe it is something to do with Access Rights - but what & why randomly?
