Strange Vodavi phone problem

We have a client that has a Vodavi starplus phone system with 4 phones and 3 lines. One phone, ext 103 goes off hook on its own and rings ext 100. This happens every 5 or so minutes, sometimes sooner. The phone will go off hook on speaker and just ring ext 100. I also noticed that when talking on the phone, this phone will dial a digit on its own and won't release the digit. The cleaning people at night come in and say this phone is constantly ringing(ringing down to ext 100). I moved the phone to ext 104, same problem. I installed a new phone, same problem. One other problem I noticed was the client has neon tubes near the phone, this causes really bad static for the person on the other end of the phone. I also tried changing the phone from digital to analog. After doing this the analog phone picks up static from the neon and lights nearby. I have changed pairs of wire going to the phone 3 times and still have the same problems. Just looking for some ideas as to the problem here. The previous phone was a AT&T spirit phone with NO issues.
 
Is the system grounded? If so, try to detach the ground and check for same problem. I had the same problem in a Physical rehab business and after putting in rf filters on the jacks and anything else I could think of, it was suggested to take the ground off the system and that did fix the problem. That was on the DHS system. Good luck with it, but I would be talking with Vodavi Tech Support on this issue if I were you.
