Strange Spam to a single individual

Here is my evirnment, I have exchange 2003 and exchange 2000; ex2003 is my main mailbox server and the ex2000 is my smtp connector; I have deployed the IMF on my Exchange 2003 server and IMF seems working fine for most of the users, except one user, she seems not getting filter on the IMF side (she receives a lot of spams in her mailbox); is there a settings that is specifically design for the end user? am I missing some configuration on the end user end? Can I do anything about it to help this individual?
