strange some ports problem

hi all,
I have been worked in ISA for 3 Years now , but now I couldnt find any solution for this...
I have ISA server (integrated mode) works fine for all applications in all stations.
HOwever, when i apply any (Protocol rule) for a group of users to allow these user to use ISA in a specific time, some of applications dont work with these users at this time.as an examples of such applications (Hotmail Synchronization from Outlook Express)
i.e. it works fine with all applications when i have a rule allowaing all users to all protocol, but when i make a rule permitting just user x to use all protocol , i find that i cant use this application.
Another application which I couldnt find any logical explantion for it, is MDaemon Mail Server which can never send or recieve whenever i just apply a rule for some users eventhough the administrator user allowed all the time!!!!!!!

I have been having a similar problem to yours, don't know whether this will help but it may shed some light on your hotmail issue. Hope this helps.
