Strange Published Desktop Issue

In a single server PS4.0 farm we have a published desktop and one published application running.

When 25 published desktop sessions are running, no further published desktop can be opened. Citrix says it can't connect to the Citrix MetaFrame server. If I try to start a published app running on the same server, it is no problem to connect. So it doesn't seem to be a licensing issue.
Imho there seems to be some kind of limitation, that I can only have 25 similar published desktops running.

Anyone experienced the same ?

Have you looked at the application event log on that server?
Also, the published application that is being launched after the 25 desktop session.....is that being launched from a client that already has a desktop session opened?
The reason why I'm asking that is because if that is true...the client will not need any additional licenses because Citrix will use the session sharing feature.

this means that it will not need any additional licenses or try 2 launch any new connections because the application is local to the session that you already have establisehd.

The only limitation of that nature that can be configured is the number of instances of a published application (or desktop) allowed to be run, in the published apps properties.
