Strange Permissions Issue

Hi, I cant work this one out, any help appreciated.

On SPS 2003 I have created a Site Group called PortalListEditor, I have given the following permissions View Area, View Items, Add Items, and Edit Items.

This works a treat on the home page, they can add to lists and edit what they have done, but not delete stuff.

However when it comes it the standard News area (which I renamed to Staff News) they can add news items but cannot edit, even if I give delete permissions they can not edit or delete. I have to give them Manage Area permissions for the News Area in order for them to delete. I dont want to do this incase they accidentally delete the news area. Is this standard or is something wrong somewhere?
 
FYI - I found buried deep on the Microsoft site that this is a known problem - doesn't help me though!! Anyone know when SPS SP2 is due?
