Strange Partner Issue

incoming lines flash RED until a user picks up that line, then the next available line in sequence will flash RED until it is accessed. This happens on all 9 lines. It always starts at the first line and cycles up to the next idle line. Goes back to line one if that line becomes idle ect ect. If the line flashes withouth being picked up it will leave a silent message in the default VMBox then start flashing again on line one.

I have rebooted, unplugged each phone and telco lines, nothing seems to stop this. Telco has been checked and they reported no line issues.

Any ideas?

i would try removing the voicemail card and see if the problem still exists. could be something in it going haywire.
