Strange Mouse Behavour

System:- Laptop ASUS Notebook F3 Serise, Vista Home Premium

Problem:- In a Limited area of the desktop neither hyper-links or buttons will function. Moving the window to a new area restores the function. Problem occurs with both touchpad and usb mouse

I have updated the touchpad drivers to latest with no success. Any suggestions would be of assistance.

 
Would this happen to be the RIGHT SIDE of the Desktop, where the SIDE BAR is located at?

Using this page (your post) as an example, which links fail to work. Has this always been a problem, or it it something that has just occurred?
 
It appears only to have occurred recently and the "Dead" area approximates to the locations of the posts.
 
Have you tried System Restore if it is only a recently occurring problem?

Do you have the same fault in Safe Mode (or Safe Mode with Networking), or in Normal Mode, but as another user?

Can you right-click in this dead area?

Is the fault only in a browser window, or does it apply to anything on the Desktop in that area?

You could try the System File Checker program.

Have you checked the Event Viewer for errors?
