Strange Modem Output Readings

Recently I reformatted my PC, after this I set up my internet connection (which is a standard 56k dial up) and proceeded to connect. Now whenever I connect the bytes sent is about 3-4 times higher than the bytes recieved, which was not the norm before the reformat. While this strange output is present, i cannot log onto any sites and disconnect/reconnect will not fix it, i have to restart the PC every time i want to view some web sites. Another strange reading is that whatever "Maximum Speed" the modem is set to, i will connect at that speed, so i can "connect" at 115.2 even on a 56k modem, although it blatantly isnt at that speed. Any help would be much appreciated, Thank You.
 
What is the brand and model of the modem? Internal or External?

What is the OS?

Its an internal Intel 536EP V.92 Modem on Windows XP Home Edition SP1
 
Did you load the drivers that came with the computer/modem, or did you update them from the web when you reloaded?

Yes, the drivers for it were re-installed from the driver disc that came with the modem.
 
When you cannot browse sites, can you ping any sites? Say google? Can you ping an ip address directly (google's is 216.239.57.147, if you need one to test).
