Strange migration error

Hello!

I tried to do a workflow migration from our dev environment to qa and got this error message:

Code: 
Error: Dependent Start Start (id=7331) in source repository is required to deploy Workflow b_wf_workflow_name, it is not available in the target repository and is not part of the deployment group.

Copy failed, rolling back changes...

Does anyone know what this mean? I haven't seen this error before.
