Strange dial-tone on an IPS2000 in UK 3

A friend of mine is installing an IPS2000 in UK. He has the system pretty much up and running, but one bug he ran into is this:
on any phone he picks up, the dial-tone is not a continuous tone, but it's a broken tone. It's like 2 short tones follwed by about 1/2 second pause. Then 2 short tones again, and 1/2 second pause, etc, etc.
He can make and receive calls no problem.
As I said, he is in UK. He has a PN-CP24-C processor card. My first idea was CM48,Y3, but we coulnd't find anything there that would solve the problem. He said he had this before on another IPS he installed, but he can't recall how he fixed it. I myself never ran into this, so I coulnd't really help him. Any idea?
 
Try changing 310>0>02 and EC6 then reset.
If this CP24 came from Phillips it would need to be set to a 04.
 
I tried this, however this did not work. There is still the same intermittened dial tone. I also tried this with 310>0>02, 15 and 04.

Any other suggestions?

 
You did save and reset after trying 310 and or 483

Yes I did try this. I will load the resident system programming and then try this again, just to make sure.

 
I did the 310 command and then restted. However, before that, I did a system resident programming load and after that it worked.
