Strange Call Forward problem across CCIS

Hello All,
We have an interesting situation, we have two IPS2000's connected via CCIS. Our Voice-Mail is a UM8700 attached to PBX-A. Until recently all of our IP phones were built in PBX-A. We decided to build some IP phones in PBX-B, so far so good, we then set up a voice mail box on the IP phone built in PBX-B and then call forwarded it to the VM pilot in PBX-A, but, as soon as we set up the call forward and make a call from PBX-A to the new station in PBX-B the call will just "ring no answer" This only happens calling from an IP phone in PBX-A to an IP phone in PBX-B. A call from a D-Term or analog phone in PBX-A to the IP phone in PBX-B works? I will be happy to provide more details if anyone has any ideas on this. I may not be able to respond for a few days but thanks in advance to all.

PBX-A IPS2000 8PIM R14
PBX-B IPS2000 2PIM R14
IP phones are all NEC ITR-8D-3
 
Can you dial the VM pilot number from an IP phone in PBX-B?

Yes, we can dial the Pilot # from PBX-B.
 
The CCIS is IP. I did find another curious fact. If the IP phone in PBX-B is call forwarded "no-answer" only, the call from an IP phone in PBX-A will go to the voicemail box (this is how we discovered this issue..putting a voice-mail box on PBX-B)on the IP phone in PBX-B after about 10 rings and there is NO voicepath, its like dead air but the msg lamp in the VM box will lite but there is no message?? Call forward busy line is RNA and so is Call Forward All Calls.

Have tried making changes to link reconnect settings? 08>606 and 628. Had a similar issue on IPX/SV8500 and turning off link reconnect was the only thing that worked.
 
What sort of voicemail is being used?

If I never did anything I'd never done before , I'd never do anything.....

The voice-mail is a UM8700 installed by NEC 2 years ago. The UM8700 lives on the 8PIM side (PBX-A)
