Strange behaviour of Leading 1

Does anyone know why sometimes it's impossible to get a paragraph leading to reduce more than a set amount? You can nudge the line spacing tighter up to a certain point, then it refuses to budge.... what am i doing wrong?

Make sure you hyphenation is on.
Also try highlighting the paragraph then in you Paragraph window options change it from "Adobe Paragraph Composer" to Single line Composer"
