StorageTek 9714 Library Storage Module fails power up tests

When powering up our STK 9714 tape library we get the following error on the front panel.

INOP - FCS #3104
MECH = NONE

Can anyone decode this, I do not have the manuals and
STK would not tell us what the error means.

Most probably one of these three, the % shows the most probable. You will need to pay for service from STK.
