Storage Quota Question

We're using only WSS and I had a question as to how the storage allocations are defined between a virtual server and new top-level sites. For example, when extending a new virtual server, you have the option of specifying a storage limit. Additionally, if I create a new top-level site from the initial virtual, I can set a quota there as well. If I were to specify, say, a 500MB limit on the virtual, and a 100MB on a new top-level site, does the 100 take away from what's set at the virtual level. I'm working on planning a company wide rollout, and I'm trying to determine the best course of action for site deployment, while enforcing a site specific storage quota. Any help on this specific question or how you have deployed WSS with potentially thousands of sites would be appreciated. Thanks
 
Ok, I might have answered my own questions after doing a little research. It's my understanding that the virtual server is limited to how much total disk space you have, and that the quota you specify is for the top-level sites only. Is this correct?
 
It is for the toplevel site and all of its subsites, so altogether and IMO not really helpfull...
