Stopping users from being able to post an out of baance journal

Does anyone know how to PREVENT users from being able to post a journal if it is out of balance? I have a client that uses VI to import their A/P invoice register from a 3rd party billing software. We have run into a couple of issues where the user is running the import twice hence throwing the Sales Journal out of balance.

They are getting the "one or more journals is out of balance" warning, yet the system allows them to update anyway. Is there a way to prevent them from being able to update?

Hi. Can you add validation to the VI job that ignores imports if the Invoice number has already been used?

Due to the SQL Statements theare generating the jobs (a total of 8 imports) to complete the job. And due to the balanceing of the exports from the thrd party software, it is likeley that these imports have to be run more than once, so flagging them will not help.

Most of our problems are user error and not paying attention to what they are doing, I just want to alleviate as much of this user error as possible.
