Stopping port usage

Hi there,
I wanna stop port number 9081 which is used by other
processes and I want it to be used by my WebSphere Portal Server.Is that possible?How do I do it? And how do I know which ports are free?
Most of the ports show LISTENING status when I run netstat -a from DOS including port 9081 that I want to stop.

Thanks.
PS:I am using Win2k Pro.
