stopping messenger type apps

HI there,

I have a tenacious bugger on my network who persists in finding ways of getting onto the internet using msn, aim, yahoo messenger, i can usually shut him down by disabling
ports and blocking ip's n the proxy, but im getting bored
and wondered if there is a way of stopping all access to
this type of service?

A Proxy server would give you more control, but wouldn't the best (and easiest) solution be to have him be ordered not to use it?

Then disciplinary action can be taken if he ignores it.
 
With win2k or XP you can remove the program and deny the user the ability to install new programs. Or you could leave the programs installed and create a local security policy that denies that user the rights to run that program. When I had this problem the user had win98 and I didn't have any of those options. I handled it by asking him to stop. When he didn't I went into his office with his boss and my boss. I explained to everyone what had been happening and how it violated the company policy. Then infront of everyone I installed a Keylogger and explained what it did. He never gave me any problems after that nor has anyone else that I have asked not to use a certain kind of program.
