Stop Windows 98 broadcast messages

After installing a new MS XP pc on our network we found that several other pc's on the network began to issue broadcast messages to all other servers and PC's on the network. I found that the Microsoft security bulletin
MS01-059 gives a good account of why the broadcast messages started and how to prevent the issue occuring when a new XP PC is added to the network (basically - disable the UPnP service on the XP PC - check the bulletin for full details)
However, I can't stop one of the Window 98 PC's broadcasting even though we have disabled the UPnP service and all the communication services (chat, hyperterminal and phone dialer)within the Windows NT set-up tab.
Does anyone know of any other service or process which may be causing the broadcast and how to disable it.

 
Can;t you make a capture of the traffic to see what kind of bropadcast traffic it is? Is it MAC or IP broadcast? There can be several possibilies of what is going on.
If you do not have an Network analyzer, use the free Ethereal to figure out what is going on.
