Stop users from sending to Entire global address list

Here is the situation:
the global addres list contains all company employees as well as many other contacts. All of these contacts need to be listed and must stay listed in the global address list.
Company employee's need to send e-mail to the entire company. Instead of selecting the Distribution List made for company employee's the are manually going though and selecting every address listed in the Global address list.
Employees have been told not to do this, but it still continues.

Is there a way to stop users from sending to the Entire address list?? the distrubition list for company employee's makes up 90% of the global address list, but the number of people on this list fluctuates greatly and quickly
 
set a limit on the number of recipients - Global settings - message delivery - properties - defaults - recipient limits.

As fellow Exchange MVP Ed Crowley is often quoted saying "There is seldom a technological solution to a behavioral problem". And this is a behavioral problem.

xmsre's solution would work assuming that there is ALWAYS more valid recipients in the GAL than the specific DL. But there is the potential for there to be problems if there is a legitimate reason to send to more recipients than what you set the limit for.

Thank you for your responses so far.

I was thinking of setting a limit to the number of recipients, however the size of the company fluctuates quickly, which would be problematic.

I guess i will keep looking into a possible solution for myself
