Stop user from useing more than 5 programs at a time

Hi, please can anyone tell me if it is possible to stop a user from having 10 excel documents open, 10 browser windows etc...

I want to be able to limit the number of applications to say 5 on a machine.. If the user tries to open any more they get a message prompting them to close somthing else first.

Can anyone help!!

You can have a look at things like this, whether it is feasible or practicable I guess only experimenting will tell?
