Stop/start services on a server remotely

Hi every one,
I would like to develop a simple application which the user should select a server and start or stop specified services on the selected server as he/she wish. Any suggestions on what tools should i use to start with?

It looks like there are tools available to do that - a search for "start services remotely" produced interesting results. You could simply develop a front-end for one of those tools.
