Stop Sign Icons in IIS Admin

I have stop signs next to Public Exchange and Exadmin in my IIS manager. What does that mean?
 
the IIS MMC received an error when trying to access the folders,
could be they have been moved or renamed or the logged in user does not have permission to those folders.

Check the event logs for any error messages

How do I give that user permission? The file directory that it referes to looks really strange, such as not a C:\somedirectory, it has \\.\BackOffice Storage\domain\Public Folders
