Stop RAS servers from accessing our DHCP srvr

Please don't shoot me if this has been asked before. I didn't have much luck searching for information on this. We are a university, and we keep seeing RAS showing up in our DHCP leases on the student DHCP server. The same computer name shows up with a normal DHCP request, then it shows up again as a RAS. We believe this is why certain subnets have problems with IP addys showing up as already in use. Any information as to what is happening and/or how to stop this would be GREATLY appreciated. Thanks.
