Stop No user making Internal Calls

All extensions are hot desk, easy to bar Logged Off extensions fom making external calls, almost set NoUser as a HotDial User forcing it to ring Voicemail telling Users to log in if they "pick up" the handset. Problem comes if they On Hook dial an extension.

Any ideas?

You can't. The phone system will check extn numbers and group numbers before any short codes are matched.

You could try deleting the CA keys from NoUser, but don't think it will make any difference, they will still be able to pre dial.
