Stop logon when roaming profile not available

How can I set a policy to stop the logon countdown or stop the logon until OKed by the user when a roaming profile is not available.

Hello,

Group policy can specifiy, wait for roaming profile...

Computer Configuration > Administrative Templates > System > User Profiles > Wait for Remote User Profile
