Stop downloding Zip files

Hello!
I'm running ISA 2000 Server in cache only mode.
I've created a Site and Content Rule to avoid users from downloading .exe and .zip files. In that content rule I denied every request that asks for the following http content:

- Application
- Compressed

These contents are predefined on ISA by default.

With this configuration, nobody can download .exe files but they still can download .zip files.

I'm I missing something??
