Is there a way to block e-mails from that person from coming in at all.

You can block specific addresses via the imc. Open exchange admin, choose connections, then Internet Mail Service, under the connections tab you should see an area that says 'accept connections' in there is a button for message filtering. Input the email address of the offender and it will be blocked. Hope this helps.
