Stop: C0000218 Unknown Hard Error

I have a windows xp 2002 version with sp 3 on it. Every time I boot up, I get a blue screen that comes up and it says "Stop: C0000218 Unknown Hard Error". I can boot in safe mode, but can not do a system restart. Every time it restarts it does the same error. I have run scan disk but no errors. Can not do a clean start because I can't get to the boot menu. Its a toshiba laptop.
