If a web page has an index.html the browser will use it.

If there is no index.html you get a file view of the directory which allows you to navigate using the mouse.

Can you force the browser (IE6) to not read the index and therefore to give the file view?

There is a broken hyperlink to a PDF file which I want to access.
 
I believe that is a webserver setting, not a browser setting.

In addition to the fact that this is a webserver setting as LTeeple mentioned, most webmasters/webservers will not allow directory listing even if there were no index.* file.
