Still can't download *.exe files

Guys, (and gals)
I have Windows SE, just this week I started not being able to download exe files. If I'm on CNET for example, it will not automatically start the download. If I click on the acual file to download it, it shows the files flying through the air, but no download.

If this will also help, alot of my web page pics will not come up now.

Any ideas. I have tried everything from the prior "can't download" article.
