Stick users in a database instead of registry

Keeping your users in a database makes life alot easier by allowing you to recreate your usernames/pasword and permission in the event of a server crash or migration. It also aids in letting you create a central admin interface where you can add users via web page using ASP, with out having to buy any 3rd party products.
