Status, Disable or Enable a phone

Is there a way to programacticaly check the status of a phone (or line), disable it and enable it using Telnet or SSH on a BCM50?

Like in Meridian LD 32 Stat l u, disu l u and enlu l u...

...Or does anyone know a third party application for pre-paid call?

Thru Element manager> Resorces > Telephony Resources or thru Tel-Set Maintinence. No TelNET.
 
I mean using an external program... in M1 I use an external program connected to the serial port, it logs in and from there it checks the status of a unit, disable it or enable it. The idea is a a kind of prepaid call. The user pays for the time he/her wants to talk, and when that time expires the call is ended disabling the unit of the phone.
