I have used both a different phone in the same jack and same phone in different jack. and the same thing. I need to test on another card though
Maintenance>System>Error Log look for permanent and transient errors. See if anything shows up. On the board in question, check for errors Maintenance>Slot.
Try Reseating the card, and restarting the Magix. Remember to turn on power from the right most cabinet to the leftmost cabinet.

You may want to try connecting one of tje Magix phones directly at the connecting block near the Magix. If the problem is stilll there ==> Magix, if not ==> Cabling. TipHelp@charter.net
There is a problem with some of 024 TDL cards (certain serial no.).when you disconnect the port the system considered maint. busy and you have to rebbot the system to come back active.I suggest replace the module .I had this problem with some of my customers and we had to replace the cards.Nothing to do with wiring so don't go crazy.
